From time to time, a strong stance is needed to be taken on an issue. When this happens,
the
Partnership for
Philanthropic Planning's Board of Directors will pass a resolution. Below, please find resolutions that are applicable to government relations.
2001 BOARD RESOLUTION: Charitable Tax Incentives
The
Partnership for
Philanthropic Planning supports incentives for charitable giving within our tax system; however it is the policy of
the Partnership not to take a position supporting the enactment or repeal of any particular tax.
BOARD RESOLUTION: IRA
Rollover
WHEREAS, the
Partnership for Philanthropic Planning believes that the federal budget functions are of concern to nonprofits; and
WHEREAS, because of budget concerns, it is anticipated that the charitable sector will be expected to fill the gaps in the federal budget and seek additional resources or cut back on programs as social needs continue to grow; and
WHEREAS, for many individuals, IRA assets accumulated under favorable market conditions will be less necessary for their retirement and, at least in part, available for charitable giving; and
WHEREAS, excess IRA assets represent a very large, untapped source of potential support for the nation's charities, currently more than an estimated $1 trillion in IRA accounts and $5 trillion in defined contribution accounts, which can be rolled into IRA accounts; and
WHEREAS, current law presents serious tax disincentives to such gifts;
NOW THEREFORE BE IT RESOLVED, that the
Partnership for Philanthropic Planning urges members of Congress to enact legislation allowing the tax-free distribution of individual IRA accounts for outright and deferred charitable gifts; and
BE IT FURTHER RESOLVED, that the
Partnership for Philanthropic Planning, shall actively educate legislators, members, donors and gift planners about the benefits of such legislation.

BOARD RESOLUTION
The charitable sector promotes and ensures the well-being and vitality of
the nation. Reduction in tax incentives will produce catastrophic
consequences for the public by crippling the charitable sector. |
