Implications of the Anti-Terrorist Financing Rules for U.S. Charities:
Compliance with Executive Order 13224
The September 11, 2001
terrorist attacks on the United States resulted in new laws under which
U.S. grant making nonprofits risk criminal prosecution, civil penalties
and the freezing of their assets if they are found to have made grants
to foreign or domestic individuals or organizations that engage in or

King Baudouin Foundation Launches Cross-Border Giving Tool
The King Baudouin
Foundation, a leading European foundation based in Brussels,
Belgium, has announced the launch of the
www.givingineurope.org web site. KBF, which has shown its
dedication to nurturing cross-border planned gifts by joining the list of
sponsors for the
International
Symposium on Cross-border Charitable Giving this spring, has
launched this web-based tool for use in international gift planning
practice.
The Giving in Europe
web site is designed to help charitable gift donors,
intermediaries, and beneficiaries understand the complexities behind
cross-border gifts, in an effort to increase philanthropy in the European
Union's 15 member nations.
Parties interested in making or facilitating a cross-border planned gift in
Europe may select from three fields that indicate current nation of
residence, nation where assets are held, and the nation to which the assets
will be going as part of the gift. The site produces a comprehensive page of
tax regulations, estate management practices, and other nation-specific
legalities to consider when making the gift.
The organizers are currently looking at options for expanding the database
to include information for U.S. donors who wish to contribute to European
nonprofits.
